This report of the Office of the United Nations High Commissioner for Human Rights (OHCHR) covers the multifaceted, interrelated and mutually reinforcing human rights violations and abuses and international humanitarian law violations, committed against civilians and persons hors de combat during the Ilovaisk events in August 2014. In particular, the United Nations Human Rights Monitoring Mission in Ukraine (HRMMU) documented numerous violations and abuses of the rights to life, liberty, security and physical integrity during these events.

The present report is submitted pursuant to the request contained in the statement by the President of the Security Council of 25 November 2015 (S/PRST/2015/23). It also responds to the Council’s request, in its resolution 2286 (2016), for reporting on the protection of medical care in armed conflict.
