Head of Human Rights Monitoring Mission in Ukraine
Ms Bell has led UN human rights programmes for more than two decades, working mainly in conflict and post-conflict contexts. As the Head of Mission, UN Human Rights Monitoring Mission in Ukraine (HRMMU), Ms Bell leads a team of over 70 national and international staff.
Prior to joining the HRMMU, Ms Bell served as the Chief of the Human Rights Office in the United Nations Assistance Mission in Iraq (UNAMI) and the representative in Iraq of the Office of the United Nations High Commissioner for Human Rights (OHCHR), a position she held since 2018, after leading the UN human rights component in Afghanistan at the same level 2015 to 2018. Within UNAMI’s mandate, Ms Bell was responsible for the promotion of accountability and the protection of human rights as well as judicial and legal reforms in Iraq. Since 2001, Ms. Bell has also led human rights teams within UN peace missions in South Sudan, Central African Republic, Sudan (Darfur) and Timor-Leste. Ms. Bell has worked in the field of human rights at the policy, programme and field level since 1995, mostly working for the United Nations and the Government of British Columbia.
Ms Bell holds a Master of Studies in International Human Rights Law from the University of Oxford and a Master’s from the University of Victoria.
