Large-scale deprivation of liberty, affecting both of civilians and military personnel, remains a stark reality in the ongoing armed attack of the Russian Federation against Ukraine. Building on previous OHCHR findings, this report describes the treatment of civilians deprived of their liberty for reasons related to the armed conflict since 2022.
In August 2025, at least 208 civilians were killed and 827 injured, a 41 per cent decrease from July 2025 (307 killed; 1,461 injured), mainly attributed to a reduction in long-range attacks targeting urban areas during the first weeks of August.
With at least 1,674 civilian casualties (286 killed; 1,388 injured), the number of civilian casualties continued to rise in July, setting a new record for monthly overall casualties since May 2022.
With at least 1,575 civilian casualties (232 killed; 1,343 injured), June 2025 has been the month with the highest number of civilian casualties in three years. The number of civilians killed in June is the highest in almost a year.
Conflict-related violence killed 968 civilians and injured 4,807 between 1 December 2024 and 31 May 2025, a 37 per cent increase compared with the same period last year.
