Protection of Civilians in Armed Conflict — June 2025

Summary
• With at least 1,575 civilian casualties (232 killed; 1,343 injured), June 2025 has been the month with the highest number of civilian casualties in three years. The number of civilians killed in June is the highest in almost a year.

 

• Long-range strikes with missiles and loitering munitions in urban areas caused the majority of civilian casualties in June (53 per cent). In Dnipro, Kyiv and Kharkiv for instance, the strikes often resulted in multiple casualties in a single incident, with especially high numbers of injured civilians. In June 2025, the number of missiles and loitering munitions launched by the Russian Federation into Ukraine was over 10 times higher than in June 2024.

 

• Civilian casualties in frontline communities remained high, with the majority caused by short-range drone attacks, particularly in Kherson and Donetsk regions.

 

• The vast majority of civilian casualties (98 per cent) occurred in areas under the control of the Government of Ukraine. Civilian casualties were recorded across 16 regions of Ukraine and the city of Kyiv.

 

• In June at least 13 attacks on energy infrastructure occurred in territory controlled by Ukraine and 7 in territory occupied by the Russian Federation. At least two attacks on energy infrastructure facilities in Kherson region, on 11 and 27 June, resulted in widespread power cuts and the introduction of scheduled power outages in the city of Kherson.
