Kyiv, 29 August 2026 – Ukrainian authorities reported that at least 37 people were killed and dozens injured after a Russian drone attack set off multiple explosions at a warehouse in the village of Myla near Kyiv city in the evening of 28 August. Statements from Ukrainian government officials indicate that ammunition might have been stored at the warehouse.
The UN Human Rights Monitoring Mission in Ukraine (HRMMU) is gathering information from local authorities, witnesses, and other sources to verify and establish the circumstances and details of the attack and the status of those killed and injured.
Under international humanitarian law, it is prohibited to launch an attack which may be expected to cause incidental loss of civilian life and injury to civilians which would be excessive in relation to the concrete and direct military advantage anticipated.
International humanitarian law also requires that all feasible precautions be taken to protect the civilian population against the effects of attacks. This includes avoiding locating military objectives (like ammunition) within or near densely populated areas.
Ukrainian authorities reported that they have launched an investigation into whether regulations on how and where to store ammunition were followed.
HRMMU is in contact with relevant authorities and will continue to monitor the investigation.
The attack and explosions took place in the context of a larger drone attack across the country and amid a continuing escalation of hostilities.
HRMMU has verified that more civilians were killed and injured in Ukraine in July than in any other month since March 2022. Russian authorities have also reported that civilian casualties have increased in the Russian Federation.
